commercial break--circulatory issues

I do not desire to hear about how the dark circles under my eyes are because my capillaries are leaking. Plus which, if that is the case, how does eye cream (or anything topical, for that matter) repair leaky capillaries? I'm going to go out on a limb and say it doesn't.
